Until recently Richard was an Executive Director, Adult and Community Services at Lancashire County Council with responsibility for commissioning adult social care and community services for around 32,000 people with a budget of £460 million.
He was President of the Association of Directors of Adult Social Services in 2010/11 and has experience of working with ministers and senior civil servants influencing and developing national policy.
