Since 2003 he has held the position of Executive Director, Adult and Community Services at Lancashire County Council with responsibility for commissioning adult social care and community services for around 32,000 people with a budget of £460 million.
He was President of the Association of Directors of Adult Social Services in 2010/11 and has experience of working with ministers and senior civil servants influencing and developing national policy.
