Scope Cymru has launched a new think piece Individualism vs Collectivism in Care: Can direct payments help build stronger communities? (PDF, 3.2MB), which seeks to start a debate about the role of individuals, the market and collective solutions in delivering personalised services in Wales.
The publication looks at how individuals could use direct payments to increase their purchasing power to improve the delivery of care services for disabled people in Wales, as well as enable people to participate in their local communities. It concludes that the Welsh Government should set up a pilot scheme to explore collective models (including mutual and co-operatives) of direct payments.
The document was launched in the National Assembly for Wales on 8 May 2012 by the Chair of the Cross-Party Group of Co-operatives, Vaughan Gething AM, Chaired by Mark Isherwood AM and with a speech by the Deputy Minister for Social Services, Gwenda Thomas AM. Co-operatives and Mutuals Wales' Executive Chair Alex Bird also spoke at the launch along with Scope Cymru. You can find a PDF version of the report in both English and Welsh below.
