About the role

To help lead and manage the Procurement activities and best practise to negotiate contracts for goods and services and to develop Procurement strategies that will maximise business efficiency and deliver value for money. Responsibilities to include but are not limited to the following.

  • Own and maintain procurement pipelines across Transport for Wales by partnering with all Directorate in relation to the development, programming and oversight of activity to inform and develop the organisation’s procurement activity.
  • Provide advice and expertise across Transport for Wales on appropriate procurement strategies by conducting and advising on market analysis, potential and compliant routes to market and supplier engagement requirement, ensuring all procurement is compliant with Sustainable Procurement and Supply Chain Policy, process, procedure and legislation.
  • Work with stakeholders and project teams to develop service specifications and appropriate contractual terms in preparation for tender processes.
  • Lead and deliver on complex procurement activity by advising stakeholders of options, developing strategies, drafting relevant documentation, coordinating tender & evaluations, making informed recommendations to support project delivery and ensure that arrangements are commercially sound and represent the best interests of Transport for Wales.
  • Lead on innovation and sustainable procurement in the supply chain by working closely with Transport for Wales Sustainable Development Team to ensure Transport for Wales and its supply chain are delivering in line with the Wellbeing of Future Generations Act.
  • Identify and implement cost effective ways to develop and improve procurement practice and use of resources across the business by reviewing existing procurement practices and analysing financial, market and management information to ensure Transport for Wales has a best in class and complaint procurement provision.
  • Undertake continued professional development by maintaining a knowledge and awareness of current legislation, policy, practice and procedure, as well as researching innovation to ensure Transport for Wales remains compliant and proactive with changes in the market and law.

Requirements

  • CIPS Qualified
  • Educated to Degree level 
  • Equivalent industry experience
  • Specialist knowledge and experience working in the Public Sector and regulated procurement environment, including knowledge of procurement and contract law in relation to PCR2015 and UCR regulations 
  • Knowledge of public sector financial regulations, procedures, and frameworks.
  • Experience of delivering complex procurement events for a wide range of requirements and having procurement process responsibility with challenging stakeholder expectations and priorities.
  • Expertise within Market analysis, Supplier relationship management, Commercial risk management, Contract Management and Project Management
  • A self-starter who is highly motivated and results-driven and able to use their initiative to form creative resolutions
  • Ability to manage a wide range of supplier relationships, from short term tactical relationships to long term strategic partnerships
  • Excellent communication skills with ability to engage effectively with senior stakeholders both internally and externally
