Key information

The Transport Contracts Manager will manage the Infrastructure Agreement for the Core Valley Lines (CVL), developing and improving contract management frameworks to support the organisation's goals. The role will advise senior leadership on contract strategies, risk factors, and performance concerns.

This is for a fixed term contract of 2 years.

About the role

  • Lead the day-to-day management of the Infrastructure Agreement (IA) on behalf of Transport for Wales by being responsible for managing delivery of to ensure compliance with the committed obligations and milestones for the Core Valley Lines (CVL) infrastructure management services.
  • Manage compliance processes and record all contract changes relating to the Infrastructure Agreement and Infrastructure Management services, by developing any contract change proposals, through to securing approvals by the Authority and Welsh Government, prior to publication of any agreed contract changes to ensure a robust and compliant audit trail.
  • Design and implement contract management systems and processes relating to the IA and other rail contracts associated with the delivery of Infrastructure Management services, such as contracted interface arrangements, to ensure a compliant contract management provision.
  • Mitigate the financial and commercial risks of the Infrastructure Agreement by recording risks and associated agreements to support delivery of value for money.
  • Manage the approvals process for all financial and commercial payments relating to IM Services under the Infrastructure Agreement, by working with the Finance Business Partner to support timely and accurate payments.

Requirements

  • Degree or equivalent in business administration, law, accountancy, procurement and or contract management.
  • Demonstrable experience of contract or project management within organisational change or transformation programme.
  • Demonstrable experience of managing complex and high value contracts in a regulated environment with a focus on post-contract management.
  • Demonstrable experience of taking a strategic approach, to navigate complex commercial contractual discussions and contribute to long-term business objectives.
  • Demonstrable experience negotiating at a strategic level with senior stakeholders.
  • Experience working collaboratively across multi-disciplinary teams and working groups, supporting programme delivery in a complex, regulated environment.
  • Competent in the use of Microsoft Office applications, particularly Excel and Word.
